To rate under five categories all presidents from
George Washington to George W. Bush (excepting William Henry Harrison
and James Garfield, who were not in office long enough to forge a
meaningful record)
To rank them in terms of their aggregate performance
over all five categories and of their performance in each individual
category
To undertake an interim assessment of Barack Obama –
his scores will not be included in the survey findings but will be
revealed separately in public communications about the survey
